Most tattoos for animals are done in a vets office under anesthesia. This guy also admits to administering anesthesia to his dog without proper licensing to do so.

Lost dog with tattoo gets returned to last reg owners. I tattooed pups before they were sold. I been to lots of tattoo clinics. Was all done within a few mins. Horses are tattooed in their inner upper lips. Which easy over in few mins.
