Your description is pretty dramatic for a dog who has only his head out of the window with the window obviously up far enough that the dog is too big to jump out of it.

No, that wouldn't bother me. Now if the window was all the way down and dog half hanging out of window, then yes, I would be concerned.

No, I would not have called the police and if you do, most likely they will tell you it is none of your business. And the picture clearly shows a dog too big to jump through that window; the neck fills up the opening.

Is it good for dogs to do this? NO. Ask about any vet and they will tell you about the flying debris that gets into the dogs eyes from passing vehicles.

You posted the photo of the dog and the dog in the photo is obviously too big to get through the amount of space with the window opened like it is.
I see no issues at all and I am curious why you are attempting to make an over dramatized issue out of this photo.
