Call your local Humane Society. They may be able to refer you to a Veterinarian that will work with you for a reduced fee -- or depending upon where you are they may have vets on staff.
Your dog needs to be seen by a vet. The area needs to be cleaned, debrided probably at this point, soaked in an iodine solution (or some other antiseptic soln), wrapped in a proper bandage, and will probably need oral antibiotics. The last metacarpal digit is located at the tip of the nail so there could even be the possibility of a bone infection if it's exposed. If the nail has been pulled out too far, it's possible it will need to be removed, just as yours would if it was hanging half off your finger. When I say proper bandage, if you wrap an animal's foot too tightly or incorrectly, you can cause more harm so I would be cautious doing it yourself.
Like some of the other posters have suggested, call a humane society and see if they'll work with you on a sliding scale or contact your regular vet and explain the situation.
