Well, there you go, guess it wasn't such a lame idea after all...using a celebrity endorsement helps get the message across, I bet.
Effective? Hard to say, you can only measure the results before and after the campaign by surveying through opinion polls, the number of neuters prior and after the campaign's run, and that testing/surveying is very pricey. IMHO, it can't hurt, and likely helps to raise awareness...
There's a fellow in our town I'm friendly with and he's very aware of social issues and is a sensitive guy, yet his Jack Russell is unneutered and runs through the neighborhood a lot...when you bring up the subject, this guy doesn't have much to say, in fact he seems to take sort of misplaced pleasure in his dog's escapades--living subliminally through his pet? There are fake testicles that can be implanted at time of neuter to keep up appearances for those who would suffer with a pet unadorned...then no one would know...
I'm thinking of an advertising campaign to change public awareness (don't know where the funding would come from, though?) that would have a black and white large photo of a very manly man, big biceps, maybe a tattoo or two showing, along with his equally macho dog, maybe a Rottie, with this for a headline:
REAL MEN NEUTER THEIR ANIMALS
ad copy would then read:
Why? Because they love their pets. They know that last year in North Carolina alone,
250,000 pet animals were destroyed because there weren't enough homes for them.
Real men care. They save lives by taking care of their animals.
Love your pets enough to do the right thing. It's what real men do.
Spay. Neuter. Save lives. Call xxx-xxxx for more info on clinics near you.

As another poster mentioned, it does sound similar to other campaigns. Best Friends Animal Society has many articles dedicated to spay/neuter campaigns...including one on how to start a campaign. Best of luck to you...and let us know how it goes.
