one thing they might consider is not paying attention to the dogs when they're barking. i understand the reasoning behind doing that, but it's rewarding the behavior. if they have the time and inclination, they might make a point to visit the dogs when they're NOT barking. the dogs start barking, they turn around and walk away. they could even bring them treats when they do this, with the owners' permission of course.
ultimately though, the owners need to train their dogs.
