The abuse employers are perpetrating needs to stop.
Either pay "managers" the $1 an hour more than the fry cook that they have budgeted for
and have them all clock in/out or cut their hours to what the job should be and by that give their
"managers" a raise or the ability to spend that other 20-30 hours a week doing what THEY want.
I know of one major retail store that typically had 2 Asst Managers. They were on salary and were expected to work about 60 hours a week ach. If they now had to be paid overtime then it will be cheaper for the store to hire another manager then it will be to pay the existing 3 managers overtime.
There was a court case in CA concerning Staple's using the practice of giving useless manager titles and working them long hours at a fixed salary. This is a common practice in retail stores.
This change will convert many low paid exempt workers to hourly workers. IMO companies have been abusing this labor carve out for some time. Raising the income threshold seems appropriate.

I'm sure there are other public sector workers that will benefit from this change if it goes through.
Increased taxes is the only way to pay for public sector overtime hours that aren't in budgets.
Does this affect those with union labor contracts?
It's based on min salary per week so it shouldn't matter whether it's union or not.
The unions will adjust their contracts I'm sure.
