Do a lot of retirees still have student loan debt, car payments and 5-6 figure credit card balances? I would think most folks who retire on SS alone would have taken care of that before retiring but that is pure speculation.
Does anyone on this forum have a six figure credit card balance? Is that common?

Well if you removed their SS income where would they be?
In 2021 elderly folks on SS 12% of Men & 15% of Women derived 90% or more of their income from SS
37% of men 42% of women derived 50% or more of their income from SS
From the entire elderly pop SS income accounts for about 30% of that group’s income
Out of context nonsense typical of sov-cit youtube amateur lawyers, there are applicable laws that aren't in the Social Security Act itself.
Same letter you reference goes on to say there are other laws that require SSN for specific purposes with examples the requirement to get and use a SSN on tax documents and furnish the number to any institution that needs the number to report payments, which of course would include employers or banks. It also points out that employers are required to provide the SSNs with employees earnings.

Don't believe me - go read the law. Ask any government official to explain how and when your endowed rights (untaxed) became revenue taxable privileges. No government in America instituted to secure endowed rights can tax them. ONLY government privileges are taxable. And all privileges are voluntary. Hence, all taxation is voluntary. Which is why there are no grounds to claim "no taxation without representation."
Go look up exactly who an "American employer" and an "American employee" is for tax purposes. See if they reference "privileged" entities or not. Ask the Eye Are US if one who has not signed up SocSec can file a return without "the number".

Good luck finding a law that punishes nonparticipation in FICA, or punishes an employer who hires an unnumbered American.
Well there are both civil and criminal penalties for employers who do not properly report/pay fica. You also conveniently avoided the employee side of the the issue.

If you owe student loans to Uncle Sam they can reduce your SS payment by up to 15% to recover the money you owe,
Once I was watching Susie Orman show and she asked her assistant who makE $80k year then,how much cc debt did he have?
He said $80K.
It is not unusual to have 30-40K cc debt
I think most people would be quite surprised to find out someone they know had that much CC debt, so it's probably unusual.
