according to this page,El paso is safer than most cities including other major cities in Texas like houston,Dallas,austin.

Some of the explantion is given in your link. Some of the older cities in the NE are limited in area with high densities of population, with surrounding suburbs, while some western cities are very large in area like El Paso with lower population densities.

O.k, this is just a theory, not based off of actual facts or stats, so dont get all touchy on me guys.....drumroll, ok here it goes..........1 word...[snitches] jk, i think the reason the crime is really low in the great Sun City, is because of a couple of factors:

1.Respect for family life and especially our dear mothers.
El paso is 73% hispanic, and hispanics hold their familys and especially their moms in the highest regard, were very sympathetic when somebody, even if we dont know the person, loses a loved one.I dont think alot of people in el paso, could be the ones to inflict pain on somebodys mother. [dont laugh, its true]
Snitches [sorry, informants]People in El Paso are not scared to come forward when they witness a crime, again, for the same reason, family...
Laid Back Vibe of the city:El paso for the most part is a very friendly city, you can go anywhere and make friends, as long as your not causing problems, people will take you in like your family.
4:We have a good law enforcement here in the border[eppd, sherriffs, etc etc, and they all work together real well, to get to the bottom of the crime.

[dont laugh, i honeslty think these are some of the factors that contribute to the low crime rate in el paso]

Those are interesting theories, Levow. In many cities, there is the "don't snitch" rule that really creates crime problems when the citizens are intimidated. Good law enforcement is also a big factor in low crime rates.
