Why, yes, I think you are saying that. .
I listed overriding the veto as one of the remedies Congress has available to them. The unfortunate truth, though, is that this Congress doesn't have the numbers to do that. So that's pretty much a moot point in this case.

A conflict between the President and Congress results in a government shut-down.

Not a conflict between the President and himself, and not a conflict between Congress and itself.
