not a chance, one would have to be an idiot to believe that, but given many believed ACA would drop premiums $2500, there are lots of idiots around..
Under comprehensive reform, no it is not hard to believe. Comprehensive reform would include tort reform. It would include the U.S. no longer subsidizing the health care of the rest of the world, etc. I could make a list to last pages.
So what exactly would be invest in for their retirement?

To my knowledge, Americans are the only people in the developed world that dismiss universal healthcare as "free stuff." Others recognize access as a human right, as per the UN High Commissioner for Human Rights.
They also are OK with the middle class paying the highest marginal income tax rate, and paying a 20-25% VAT on top of that. Think Americans will agree to both of those, as well, if it meant they could have universal health care?
So what exactly would be invest in for their retirement?
We have long standing businesses getting hammered in the markets because they do not provide a get rich quick investment opportunity. Investing for retirement was never supposed to be about that. The current Dow/Dupont merger is a good example.
Both companies are very profitable and should be for years but they have to merge to please Wall Street. They will fire thousands to cater to the whims of Wall Street.
