Well, I've thought all along that Trump would try and take money raised for his campaign and keep it for some future personal use. After all, he's done pretty much that same thing with the Trump Foundation.
So, if things look bad for Trump as the end approaches, he'll likely cut spending drastically so that he can salvage as much of that money for himself as he can - and that' might well be what is starting to happen here.

Has nothing to do with that. He's likely cash strapped at this point. Trump still hasn't released his September fundraising totals. He used to do that at the end of the month. Same thing happened last month, but by this point he had released them. Plus, there was an article a week back about him having financial issues campaign wise. Then you have the report that came out the other day that said the private polling candidates and the RNC do shows Trump is in even worse shape than the public polling suggests. So it's likely the lack of money and the polling is causing them to pull back.
Remember, Trump gets almost all his money through small donors. That has a very high burn rate (50-60 percent). Which means that if he raises 90 million then he really only has 45 -35 million on hand. It's worse than that though, because 1/2 of it is raised in a JFC with the RNC, so he really only starts with 45 million. If you split that in half then you can see the issue. Of course the longer you do small donor fundraising the cheaper it becomes if you are efficient at it. Obama did that as well but he started building his lists before he ran in 2008. He also got a ton of large donors too. Something Trump is struggling to attract.
Is there any outside verification that $18 million came in following the debate?
At this point, you'd have to know that you're wasting your money.
It wasn't actually raised is the issue. It was a call day commitment made by people. I.E. You call and ask for a $$$ commitment and they say they will send $$$ amount of dollars. Doesn't mean they are going to do so though. He's had issues with that in the past as well.
Yeah, Trump is going to "take the money and run" (away).
Trump will lose, but the Trump campaign will likely end up with money in the bank - and those idiot die-hard Trump supporters will then point to that money in the bank as evidence of Trump's financial brilliance, still not realizing that he played them all for suckers.
