The forms were not the Federal forms they were the 3 state forms. There is zero evidence that the returns came from the IRS. More than likely a disgruntled employee within the Trump organization.

Frankly it wouldn't surprise me that Trump himself mailed the forms to the New York Times.

My contractor was very good. I knew several people who had used him before me. He vouched for the other guys. Yet Trump told them that he didn't like their work. My contractor knew a larger contractor who was there when the other guys were working who said that there was nothing wrong with the work & it was not redone. Yet, somehow, this has never been discussed openly until Cory Booker talked about it at the Democratic convention. That tells me that it was done to small contractors in North Jersey, as well.

People Pay fines all the time to IRS, like for not Having ACA.
Are you serious? This is nowhere near like being assessed a fine for not buying ACA.

Trump has indeed been convicted of wrong doing. He violated Anti-Trust laws and the penalty was a $750,000.

In many court cases, when it is clear that he will lose, Trump will settle ahead of time so that he can claim that he wasn't actually convicted but paid the fine with no admittance of guilt. I believe he did this in several Fair Housing Act discrimination cases.
