Well, that's a good point. If the OP can tolerate subzero temps in Spokane or Baker City, then why not look at the larger cities in Idaho, Montana, Wyoming, etc. Especially the cities with a large university.

RE rednecks, this is an interesting story seemingly about redneck vigilantism (story starts at about 2:20). I think she made a mistake parking her RV there, but the redneck response is kind of ugly.

Well, to be completely fair to the OP, I don't see him/her saying anything about wanting a redneck-free living situation, just that the mountainous areas of California is too rednecky. There are places that would work that aren't downtown Portland, including Baker City (expect the airport at Boise is about two hours away, although Baker has a small regional airport) and Spokane.
