I've read some stuff about people from Europe being unfriendly. Like people from Paris, Ireland, and eastern Europe. Is it really true? I always thought Europeans were friendly, especailly since Europe is pretty liberal.
Big place, but mostly. Big cities aren't unfriendly there just to many people, but in an intimate setting like a bar, restaurant or cafe Londoners are friendly, I'd imagine it is similar in Paris.
I have come to think that niceness has a big factor to countriness. I mean, it is extremely difficult to say most people are nice in big cities. Where I am, Puerto Rico, most people are nice but people from San Juan can be really rude. I think the same applies everywhere.

Paris is great for women, very friendly. Southern Germany is friendly. The middle and the north of England generally are friendly, London--not so much. Romania's very friendly. Slovenia is pretty friendly. OP, do you speak any European languages? That really helps bring out the friendliness. It's a thoughtful gesture; it communicates that you value their language and culture. How friendly would you be, if someone walked up to you in your home town and started talking to you in German or Bulgarian? vs. English?

and then it is according to the state.
When travelling within Germany or talking to other Germans from the west, north and east I haven't really noticed much difference in friendliness. Of course as a southwestern German I feel closer to other southerners, but friendliness can often be confused with openness or extroversion.
I think it heavily depends on the part, I have met friendly people in Germany (south and Berlin) France (except Paris) Spain, Portugal, Italy, Netherlands... and less friendly people in Austria, UK, Czech Republic... that is my experience at least but who knows.
Let's say that foreigners and tourists were warmly received when our ribs protruded on our sides and our children had big ears. Is that putting it more nicely?

That aside - Europeans are friendly. We're pretty laid back for what you know people to generally be. Try not to think of Europe as one area but instead each country individually. Southern Europe is worlds different than Scandanavia, same for Eastern Europe to say Ireland.
Yes they are friendly. My first time in Europe, living and working, in Italy I felt they weren't friendly and a bit snobby. I went to a party and no one talked to me only the people who invited me LOL. I translated that as rude but it takes time for Europeans to talk to you and be nice. Different cultures have different personalities. But yeah they are friendly once you get to know them....
