So what you are saying is that Russians, no matter where they live, independent if they are citizens where they live, should have to right to vote for parliament, because after all they are Russians. Guess what Spacko, laws apply to everybody, Russians get no special treatment.

Because they live in the country on a par with everyone. But in Lithuania really do not want to see some people to vote in the elections, because they spoil the "picture."

Read about them. They are citizens, and leave in Lithuania, but goverment does not want to see their votes at a polling station. And they found a way out of this problem, as they believe. They give them a passport of non-citizens. Type live here, yes, but you do not have rights.

Firstly, you give a link connected to Latvia not Lithuania, which shows the amount of credibility (the lack of) people can expect from you.
Secondly, If they are citizens, then they can participate in all the elections, not matter what their ethnicity is. If you are not a citizen of Estonia, Latvia and Lithuania, you will be given a so called gray passport, which gives you all the same rights as the citizens, except you can't vote on the parliamentarian elections. The grey passport also grants you visa free (!) travel to all EU countries and Russia (!!!), you are also freed from conscription to the military. Now, if you think about it, being a gray passport holder in these countries, for the average Ivan, the advantages outweigh the disadvantages. Now comes the so called discrimination, they want all the rights the citizens have + their special rights. Why is that so? Because of the 'vsjo nash' mentality, because they are pure fascists and don't respect the countries they live in.
Thirdly, Russia has spouted this nonsense about Russians being discriminated in the Baltic's for decades now and all the brain-fried Putin-bots keep spreading the 'word'. No one it their senses takes this seriously, it's like the amen in the church. Fact is, the Russians in the Baltic's enjoy much better quality of life than the average Russian in Russia, not to speak about all the benefits that come with freedom of speech.
