Why are Moscow and St. Petersburg being compared to random German cities?
Given your criteria, I would choose Hamburg, though the weather is still bad, and no super interesting surrounding cities. But Hamburg scores well on all your other criteria (and other cities on your list have worse weather and even less interesting surrounding cities).
Berlin by miles. Unbelievable nightlife, probably the best in Europe, incredible history around every corner. Also very, very cheap, certainly by capital city standards. Out of these I've visited Moskva and "Miunhen". Depending on your criteria they're very different.
