Why are Moscow and St. Petersburg being compared to random German cities?

Given your criteria, I would choose Hamburg, though the weather is still bad, and no super interesting surrounding cities. But Hamburg scores well on all your other criteria (and other cities on your list have worse weather and even less interesting surrounding cities).

Berlin by miles. Unbelievable nightlife, probably the best in Europe, incredible history around every corner. Also very, very cheap, certainly by capital city standards. Good palce for people to adapt to, no matter what country they're from. Fantastic place to get work as well, for isntance I know this place are hiring : https://www.blacklane.com/en/career

Ah, I voted for Munich, as I liked that city best of the ones listed.

However, looking at the criteria, I'd prefer Berlin with that criteria.

Out of these I've visited Moskva and "Miunhen". Depending on your criteria they're very different.

For girls - Russia, for cleanness - Germany? 0_0

Ummm, what do you mean by "cleanness". Do German women have odor/hygiene problems or something?
