Running tights, cap, gloves, and layers of upper body clothing dependent on conditions. If really frigid I wear a baclava? that covers most of my face. When icy or snowy I wear *** Traks over my shoes for traction.
Define cold. On a cold day I warm up before going out with some vigorous exercise. Once I break a sweat I go out for a run, It's surprising how little clothing is needed; as long as you keep running, you create your own heat bubble. I don't need even a shirt as long as it's over 30 F or so. The key is, get well warmed up first before going out. If you do, the cool air will feel good, but if you don't it will be miserable.+++++++++++++++++++++++++++++

We are all different in this aspect. One rule I gleaned from cycling, don't use energy to stay warm and don't overdress so it drains you. Layers are great because you can shed and add as needed.
