I used both mapmyrun and strava to create routes. Strava routes are nice because I can download the route to my Garmin watch and it will give me turn by turn directions. I can all enter the number if miles I want to run directly into my watch and it will create the route and navigate it for me.
When I was in high school in the 90s, that's what I did, basically. I used a municipal paper map, its map scale, and a piece of baker's twine.
When my parents gave me car privileges, I drove it around town and use the odometer "Trip A" or "Trip B" to map out a 10K.
Yeah, you know, just because you CAN spend many hours wrestling with some "smart" phone app to determine runs of a certain length, far more time than it would take to just get out the city map, doesn't mean you SHOULD.
For that matter, if you're staying on city streets, Google Maps seems to give pretty accurate distances; just use the "drag the little dot over your route" tool.

Mapmyrun and strava both create routes and measure distances for this exact purpose. No need to get google to try and as well. Bonus is you can download the maps to your Garmin device and it will let you know when you are off track and give you a map to follow
