Depends what your point of comparison is for the amount of sunshine:
Fargo definitely has more winter sunshine than Seattle or Buffalo, NY for example.
But nothing like FL, TX or anywhere in the Southwest.

For example, today is completely sunny. However, it is noon and we've only reached -6 degrees.

That is correct.

Fargo built the school without bringing the matter to a public vote.

They also built the school in an area that has repeatedly flooded in previous floods.

Moorhead (right across the river) would be a better choice for location and raising a family.
