I don't think he is saying that, he is saying most people can jump around between the categories except for those with deformities.
Just as I said, 98% of the population is capable of being above average in his eyes (okay, except for the physically deformed). It's a very generous point of view. In my opinion, most physically ugly people can't be "fixed" by a diet and a haircut.
Anyway, maybe my standards just aren't as high as the OP but I certainly wouldn't consider the vast majority of the population (65%) to be "undesirables". Nowhere near it. Here's how I would put it:
20% undesirable
50% average
20% above average
10% beautiful
It may be possible to shift one category (e.g. go from undesirable to average, or average to above average) but more than that is highly unlikely. There's only so much make-up and weight loss can do.

I think they can be fixed but being handsome is something.
He sounds pretty shallow, and I don't agree with his race-based hierarchy of beauty. East African/Caribbean/Brazilian and even American women are easily the most attractive, in my book.
The guy is kinda right; many people look ugly. But he's biased towards white women because there are lots of pretty asian women out there too.
