There is legally something called an attractive nuisance and I wonder if revealing clothing fits that description. We can't help looking but we might wish we weren't being distracted.
I found that when I dressed in a very classy dress (it could be tight), nice mostly sandal heels and understated yet expensive jewelry I got a lot of attention from everyone. Worked out well for me! The tramps got a one night stand while I got the BMW.
What people SAY they like and what they really like may be two very different things especially with a topic as socially loaded as loaded as this one. Also, context is important. A "study" like this is worse than worthless - try looking in some scientific journals for better research.
I'd be extremely surprised if there is any scientific research on the topic. "Revealing clothes" is a very murky subject, and some people would be furious at the government for funding such research.
The actions vs. statements issue is a legitimate objection, but it might be very expensive to research actions - and, frankly, I think "worse than worthless" puts the reply in the same category as several others, women who just don't want to believe that they've been making a likely mistake for a long time.
What men say? Pfft!
Put a group of men in a high pedestrian area and randomly have women in various states and styles of dress walk by and see which get the most visual attention.
