If they're tall and skinny and wear them with bare legs and a tiny little summer dress, or short skirt. Then Hell yeah. I always have an urge to ask them to come over and take a break from the stilletos and plop down on my lap! LOL
But a dumpy woman is a dumpy woman, and just because one is tottering around on heels (LOL-ya can always tell when they walk in 'em if they're not used to wearing stillettos!) that doesn't upgrade her physical appearance or hotness factor. At least not to me.

My mom looked very attractive till that one day in Kuwait when 2 men beat and fractured her bones for not wearing a burka at the airport.
I realize that some women have a certain look in heels. The majority of women, however, don't wear heels often enough and haven't learned how to walk in them. They often look silly trying to walk in heels and look sexy.
I much prefer an athletic, in shape woman in a pair of running shoes.

I think this may be the same crowd who doesn't want their woman to be feminine (doesn't like makeup, heels, skirts, etc) due to insecurity and worried other guys are checking her out.

A woman with a solid pair of legs looks amazing in high heels in my opinion.
