Or leggings would be better? I haven’t worn a dress in years but want to buy one. I’m thinking of a T-shirt dress with skinny jeans underneath and sneakers.

I'd try the dress on with the jeans. Depending on the jeans and the dress material it might look a little bulky if one sees the pockets and waist underneath the dress. It might work for a dress that doesn't fit close to the body. I think leggings might be a smoother choice for a clingier dress.

"Look, I'm wearing jeans under this dress for some mysterious reason."

A longish t-shirty tunic with skinny jeans could work, or maybe a dress with jeggings, but a full dress with regular jeans might be a bit much.
