I have seen it and, at least to me, it looks best on younger women who are at their right weight. Especially with a tee shirt dress.

Cottage core is popular now, and that look is cute with floral dresses. Leggings and flat ballet shoes or booties look good on most women.

I wear skinny jeans, and I wear leggings. I would only wear the leggings under a dress. In cool weather I often wear them under printed skirts. Even skinny jeans add too much bulk around your hips.

I wear leggings with a denim shirt dress that is too short for me. Also have another dress, boho style cotton, that is too short and wear leggings with it as well.

My kid wore leggings under her dresses while in grade school. All the girls did, because they were athletic, hung upside down on the climbing bars, etc. In my day, it was shorts under dresses. So, it was a privacy issue, not a fashion statement.

It wouldn't be my choice, but leggings before skinny jeans, if you like that look.

I agree that it might be a 'younger' look depending on body type and height. Fit/proportion/silhouette. Remember Tim Gunn's advice

EDIT: the trend is reminiscent of the shalwar kameez Indian style outfit, but I do believe their dresses are a bit longer and the pants are tailored....

That's one of those styles that for me, "sounded good at the time" but that I could never pull off. And I'm tall & thin. I remember wearing pants under a dress on school days when we had to walk to school in the snow but ever since then, if I try it; I look like a very tall 2nd grader. No shape at all.

I wear leggings with what would be dresses on a shorter woman, but scandalous on me. I call them tunics.

I don't care for the look of jeans under a dress; jeans are rugged and outdoorsy, dresses are...dressier. The combination looks wrong to me. I also don't like heavy boots with a short or floaty dress, for the same reason; you're sending mixed messages.

I remember as a young teen watching the Teen Choice awards & Jessica Alba wore a longer babydoll type dress with flared lower leg jeans. I loved it & remember copying a similar look once or twice…AND I got lots of compliments from friends, but now it’s kind of one of those things I wonder…”what was I thinking”. Kind of a weird fad IMO that comes & goes…tho cute at the time.

But now there are lots of ways you can kind of have the same look & mix of textures with so many options in tunic tops, wraparounds, slits & sweaters to pair with different styles of jeans….without actually having to wear a dress with jeans.
