I want to use some plastic containers to freeze portions of raw meat- question: will I be able to wash and re-use these again (they are not the type that can go in the dishwasher)? or will they be unusable once they've had raw meat in them?
Use an anti-bacterial type of cleansing solution (read bleach) and you should be a-okay. Heck, even a good washing with some decent dish detergent should suffice.

I even reuse plastic bags that have had raw meat in them. I'm a bit of a bleachaholic and I use it daily to keep all the germs dead in my kitchen. You really don't have to use much but I have it at a very strong dilution. I worry more about my oak cutting boards than anything plastic. Wood is porus and the germs can get right down into it.
I would never put bleach on a plastic container used to store food. I'd never bleach anything that was used for food though. I hate bleach. A normal dish detergent, a proper scrubbing, and the hottest water that you normally use for scouring food is enough. I mean, I suppose you -could- bleach it, but there's no reason why you should feel you have to. It'd probably smell better if you used grain alcohol or vodka instead of bleach. They'll kill the same germs
I don't re-use plastic bags, unless it's for dry foods like pretzels and chips. I don't normally have those kinds of foods in the house though (once in a blue moon I get a craving, heh).
You never know about chemical reactions or interactions but, I bleach my tea pitcher (plastic) all the time. Just don't splash the crap on decent clothing. In the wash or the kitchen. It's the only thing that will get the tea stain off. Vinegar doesn't quite cut it. We have chlorine in our water supply and pools. So I don't think it's a problem. I wash everything with soap really well after using Clorox on it. You do want to use plain not scented bleach. To each his/her own. I'm funny about some things too. I, to be honest, would like to keep plastic containers separated for certain uses. Rarely manage to though.
I'm not high on the idea of reusing ziplock bags. If it had a dry ingredient it wouldn't bother me to set it aside for another use. If I had a raw or even cooked meat in it...then I would not re-use.
I reuse plastic containers that stored raw meat all of the time. I just make sure I wash them well with hot water and a good dish soap. I've never gotten sick from doing this.

I use a separate cutting board for meat and a different one for veg.
Then I don't worry about it.
