I think (having lived in both places) Co Springs is going to be a little bit less tolerant of non-native speakers (unless you are talking about Spanish). It's just a bit less cosmopolitan (in the worldly sense, not the population-sense), and you're less likely to run into a lot of people who are well traveled. You also don't have a bigger university that would have language classes and events.
