I built a wall at the edge of my patio made out of plastic fencing. I hoped to eventually cover this wall with a climbing vine to act as a privacy screen. I initially planted Green Creeping Fig plants, because of their alleged fast growth, and lack of flowers (don't want to attract bees to my patio), but they are slowly dying off and not growing at all. I have tried everything. So I need something a little less tender.

First, I live in the Phoenix area, so lots of sun and lots of heat! There is an automatic watering system for the planter that I made. The planter is somewhat small (runs the full length of the patio, but is only about 6" wide and 6" deep).

Again, I prefer something that doesn't flower, or at least if it does flower, either it should flower in June - Aug when we are not out on the patio anyway, or the flowers should not attract bees (is there such a flower?).

I'd visit a local nursery and discuss with them vines appropriate for your specific area....with your temps and hot sun, you need a very heat tolerant plant of course, that can thrive in those conditions...

I agree, but also I would recommend considering the Chilean Glory Flower (Eccremocarpus scaber). We have one, though here it dies back in winter and comes back in spring, and grows fast. They prefer zones 10-11. It does flower, but we don't see bees on it, what we do get is a lot of hummingbirds.
Maybe the bees can't reach the pollen inside the tubular flowers easily.
