Used mower with 4.75 Briggs and Stratton Engine. It started the second pull of the cord and a small amount of smoke out the exhaust but that was gone in a few seconds. I removed the old fuel and added new fuel. Three pumps of the primer bulb and it started right up. I ran it maybe 10 minutes to let the old fuel in the system to burn off (used up) and the RPM's of this mower seems low. Ideas beside replace the mower or rebuild the carb? Thanks.

There could be several causes, check:
Spark plug fouled by the bad gas
Dirty air filter
Kink in the throttle cable preventing it from going open all the way
Choke stuck partially closed
Grass/weeds wound tightly around the blade shaft
Had similar problem with mine but then remembered I hadn't changed the air filter in a while. After I did, it ran so much better. If you (op) haven't done that, check it out. Might not be the exact problem but you never know.

Drain the fuel and fill it with non-ethanol high test mixed with Seafoam gas treatment. Run one full tank through it and you should see a massive difference.
I did not get emails with all the comments made here. I checked the air filter and it is like new. I once had a mower and it ran without an air filter until the replacement arrived so I did try to run this one without the filter and of course it ran but no different than with the filter in. The spark plug looks nearly new. This wasn't a junker sitting around it was the owners main mower until they got a new one. That is why the plug and filter are close to new.
I sprayed everything I could see with the air filter assembly removed and left it a couple days and today it started on the 2nd pull and no smoke at all. With the filter assembly off is what appears to be the choke. There is a spring and shortening that spring 1/8th - 3/16th inch appears to help the mower run faster.
Is that an improper fix? Thanks.

See how it operates after you adjusted the screw. Everything else you checked seems to be fine.
