Amarillo is closer to Wichita, Oklahoma City, Denver, and Albuquerque than it is to Austin. It's also closer to Cheyenne, Wyoming and Chihuahua (city) than it is to Houston.

It is actually a shorter drive from New Orleans to Windsor, Ontario, crossing six state lines and an international border, than it is to El Paso, one state away (the actual, "as the crow flies" distances share the same relationship).

Is Mesa, Arizona a county seat? I am pretty sure it is larger than Arlington. Long Beach, CA might qualify as well, it is in Los Angeles County and not the county seat. Just going off the top of my head with this. I am pretty sure both Mesa and Long Beach are over 400k, Arlington is still in the 300k range.

Just double checked, if you are taking out independent cities like Baltimore and Washington DC, then Long Beach would be the largest city in the country that is not a county seat. Looks like Arlington would actually be third. Long Beach had 465k at the last census compared to 439k for Mesa and 373k for Arlington.
You would also have to put an asterisk for cities that are county seats of their core counties but whose limits extend into neighboring counties that have other county seats. Example: Oklahoma City is the seat of Oklahoma County but its city limits extend into 3 other counties where it is not the county seat(i.e. Clevland County, Norman is the county seat).
Lake County, Indiana, has a population of 500,000, but the county seat (Crown Point) has only 27,000 people, or 5% of the county's population, most of whom are in Gary, Hammond, Whiting and East Chicago.

DeKalb County, Georgia has a population just shy of 700,000. Decatur, the county seat had 19,355 at the last census. That puts it in the 3% category as well.
Columbia County, Georgia, which has grown rapidly as a bedroom community of Augusta, has a population of 124,000. Appling is still the the county seat of record even though a new county government center has been built in unincorporated Evans. Appling lost its status as an incorporated town in the 1990s and thus I can't find a population for the immediate town itself, but it was never more than 200 - 300. A quick look at Google maps and the street grid (or lack thereof) would show that to still be a generous count for the town. Even if it were 1,000, it would be less than 1% of the county total.
