All of this is totally true. When I moved here back in the late 1980s, I was just shocked to see how much people here in Milwaukee drink. They don't drink to relax, unwind or have a good time, they drink to get totally wasted. I have met people here that consider getting a DUI a badge of honor and something to be proud of. It amazes me to see the number of people that I have met over the years that have multiple DUI's on their record. Milwaukee and Wisconsin in general do have a very serious problem with drunk driving.
I have to wonder what kind of people you hang out with. I don't have any friends with a DUI, nor do I have friends who drive drunk. My friends also unwind with a glass of wine or a couple of beers. Not sure anyone I know drinks to get totally wasted. Don't stereotype everyone in WI...it sounds like you've met some real tools along the way.
If I had to guess, based on zero data, I'd guess some place with long winters...some place in Alaska. BUT, that wouldn't be right.

Milwaukee seems to be the front-runner, but it's also strange how you cannot buy beer or liquor past 9pm there. Unless that has changed in the past few years.
Lots of exaggeration regarding Milwaukee on here, but Wisconsin is definitely a top drinking state.
Barrow AK had a "Cops" filmed the day they lifted prohibition some years ago, and it was just insane. If we're including small cities/towns, it has to be a place like that.
