Yes! September is the best Month for the shore in Jersey, and the past couple years I've actually been able to go in the ocean around my birthday in early October.
The West Coast is amazing but the Pacific is frigid-which is why I feel like San Diego may be my favorite city out there.
Not all of the Pacific is frigid. Clearly the waters around Hawaii, Mexico and such are very warm. And the water in SoCal nearly every summer still reaches 73F. This year it's pretty warm. And in the winter time, the Pacific off the West Coast is far warmer than the Atlantic out in the northeast/mid-Atlantic-even the PNW has warmer winter waters than out there.
The Virgin Islands and Puerto Rico still can't compare to Hawaii, though.
The point was using Hawaii and Alaska is a big stretch. Having access to to Baja or British Columbia is a more honest assessment, as are Las Vegas, Boise, etc. Why not just include Spain and Ireland?

Well let's be honest though--most of the US West Coast has icy cold water--even in the summer--while the East Coast is much more swimmable in the summer months. I grew up in Santa Cruz surfing and bodysurfing and that water was no warmer than up in the Pacific Northwest as far north as British Columbia. I'll give the East Coast that one over the West Coast. Southern California in the summer is basically the only place on the West Coast that has decently swimmable water temps. I've gone snorkeling in La Jolla in May in just my swim trunks and that was doable, but further north you need balls of steel to swim in that water.

Even in the winter, the waters in Miami are warmer than Seattle in the summer...
