The only places I can think of that were named for heads of state of foreign countries while already part of the United States are Napoleon OH, Bolivar TN and Bismarck ND. Not counting those established while not yet in the USA (Victoria TX) or with coincidental names of somebody else (Castroville CA or Churchill County NV).

Bad Axe (? origin)

Ypsilanti (geographic; greek word for same side [of river])

Hamtramck (? origin)

Brevort (sound made in a bathtub [according to Sonny Elliot])

Novi (allegedly named for railroad stop #6 on track between Detroit and Lansing)

Couderay, Wisconsin, is located on the shore of Lake Courte Orielles. The town and the lake are pronounced the same.

Similarly, Ponderay, Idaho, is on the shores of lake Pend Orielle.

Spearfish, SD, named for the native tribes that would spear fish in the creek. It is a beautiful place.
