What are some great small cities in the country? I'm looking for a place thst offers outdoor activities, good night life, good housing market, low cost of living, decent job market, great 2 year community schools, VA hospital in the area or close by.
A little about me, I was in the Army for 3 years, I'm getting out on medical. I'm looking to go to school for something in the IT field or try and get into an appreciateship program for diseal mechanic.
I want to buy a house near a small city, it will the first time buying a house and I'm going to use my VA loan for that.
Just trying to find a great small city to live in or near to it.

Ithaca NY would work. Keep in mind that as a Veteran, you not only get the STAR tax exemption, you would get a Veterans tax exemption in regards to property taxes in NY State. Property tax exemptions
Tompkins-Cortland CC is located in nearby Dryden. Cortland State is a 4 year SUNY college that is about 20-25 minutes east of Ithaca. Syracuse, about an hour away, has a VA Hospital.
Other NY small cities that would work are Corning(has a CC, the Gaffer District and VA Med Center in Bath), Glens Falls(has a CC and there's a VA Med Center in Albany) and Canandaigua(has a CC and a VA Med Center). You may be interested in this: Facilities in New York - Locations

I'm trying to stay away for the Northeast, I cant stand all the traffic up there at all lol.
There isn't any traffic in those Upstate NY small cities. That is a big overgeneralization about the Northeast. Upstate NY and the Interior Northeast has low traffic and the overall cost of living is on par with some Southern states, including the one you are in right now. I wouldn't rule it out.
Check out Hot Springs, AR or Benton or even Little Rock (not really a SMALL city but it's not huge and sprawling either).
You may also want to look into the Longview/Tyler area of northeast Texas. Not sure if there's a VA hospital there, but I know there's one in nearby Shreveport, LA.
All the cities above offer pleasant surroundings, friendly people, good community colleges nearby, growing IT sectors, strong support for veterans (Tyler specifically has a lot of emphasis on veterans and their benefits via the workforce commission and the VA). All these areas also have lots of lakes and golf courses, woods, etc and the Arkansas towns also offer the nearby Ouachita and Ozark mountains, with whitewater rafting, camping, hiking, etc.
The housing market in east Texas is healthy, but prices are still reasonable. In Arkansas it's a buyer's market for sure, but the market is slowly picking back up.
Texas has no state income tax. Arkansas does. Property taxes are higher in Texas, but this is definitely offset by not having a state income tax. Arkansas property taxes are VERY low, but depending on your income, you may actually end up paying a bit more in taxes overall in Arkansas. It's usually close to a wash though for most people other than those in higher income brackets.
In northeast Texas (Tyler/Longview) you have easy access (two hours via interstate) to Dallas/Fort Worth and all that booming night life. There are lots of locally owned restaurants in this area as well as every conceivable chain store or restaurant. In central Arkansas, Little Rock offers just about any amenity you'd like and it's also unique in that it's the state capital, so it offers many resources - but it's not a massive, sprawling city.
In both states, the people are very friendly and the cost of living is generally low.
The winters in northeast Texas are fabulous - cold nights but days generally in the fifties. Light snowfall occasionally. Springs are delightful. It gets uncomfortably hot outside from about the middle of June thru August, but then things settle back down and fall is very nice, though it's more often warmish rather than coolish. Fall colors generally last all the way through Thanksgiving. By the first week of December, it's time to break out the winter coats but you'll rarely need gloves or hats. By early March, spring is definitely in the air!
Central Arkansas has a bit more of a feel of four distinct seasons. You'll get a few snowfalls - several inches - each year. Summers are a bit milder. Fall is absolutely gorgeous in the rolling Ouachita and rocky Ozark mountains!
