Iowa City (well, Cedar Rapids is about 20 minutes due north, but IC is a far, far more interesting community than CR despite being only about half the size)

I thought Iowa City as well.

I assume the OP is wanting a city of 60,000 that is roughly the target population for the urbanized area? I mean it's stilly to put down a city or suburb that has 60,000 - but then for all rational purposes that city is a small piece of a large metro area of hundreds of thousands or even millions.

Prescott, AZ--40,000, but a nice smaller city. Not far from a major metro, lots of green, moderate temps w/ some snow in the winter. Nice downtown area.

More than 60,000 live in two Traverse City postal codes, but most of them live in the urban townships outside the city limits. Traverse City is the only incorporated city in an otherwise rural county of 87,000. There are more than 10,000 students in the Traverse City School District.

Flagstaff, AZ and Santa Fe, NM would fall in close range of this sized city, both are beautiful and eclectic mountain towns near the high desert.

Missoula, Montana and Santa Cruz, California are both in that range and are fairly nice cities with stuff to do(though Santa Cruz has some issues)...
