Well, that's getting into city population vs urban area/metro population. They are two pretty different categories of cities.
If we are talking about metro areas around 60,000, I'd like to put in a good word for the city of Marquette, MI (city 21,355, metro 67,077). Largest city in Michigan's Upper Peninsula, has a cool historic downtown with lots of 19th century buildings. It's a college town, home to Northern Michigan University. It's probably more liberal then Traverse City.
