Yes, there has been a lot of construction between Missoula and the Idaho border the past several years. However, this is not major construction, more just maintaining and upgrading the road. Many don't realize that maintaining Interstates in mountainous areas is quite difficult.
Noodleheads. That is a new one. But I think I get what you are saying. However, again I think Interstates should be judged on their entirety, not just some sections.

Agreed, more of a locally based post than anything, doesn't say much about I-25 as a whole. I-25 From southern New Mexcio on up into Colorado, and Wyoming is an easy, enjoyable, and uncrowded drive (save a few sections around Denver/Front Range and ABQ), otherwise easy to set cruise control with 75 mph speed limits most of the way. It's not nearly as busy as I-40 in terms of being a shipping corridor.
Best Scenery
It's kind of a cop-out answer, but it's just hard to beat I-70 through Glenwood Canyon. I-84 in the Columbia River Gorge is up there, too.
Best urban drives
This is kind of a weird category because I don't typically think of Interstates (especially 2-digit ones) as the way to see a city. I guess I-90? Actually goes through (and not around) the central city areas of Boston, Cleveland, Chicago, Spokane, and Seattle.

My favorite, for the sheer variety of landscapes, is probably I-40. Atlantic coast, N.C. piedmont, Smoky Mountains, Mississippi Delta, Ozark country, great plains, southwestern desert. I-80 is a close second.
Not quite true. The unholy abomination that is Breezewood, PA is actually part of I-70.
Breezewood is awful Can have mamouth backups especilly on Holiday weekeds virtually in the middle of no where
Breezewood is sort of cool at night heading heading down from the mountains like a little oasis all lit up
