I feel like the Florida sports teams have a combination of lackluster attendance (when the teams are doing bad), and fairweather fans. This most likely is due to the fact that much of the population relocated from elsewhere, so they brought their rooting interests with them. Not to mention, there are probably a lot more things to do out there than watch pro sports.
However, Arizona (except for the Coyotes) doesn't have the same problem. So I don't know what it could be.
I'd nominate the DC area as the least sports-oriented major metro, overall. Lots of Redskins fans, but after that interest drops off radically, from what I've seen down there. General interest in DC is dominated by politics and little else. The most important thing about a game will often be which senator or supreme court justice or cabinet member shows up in the stands -- not who won or lost.
How about Los Angeles? I've heard people say LA is mostly not a big sports town (apart from bandwagon Lakers fans when doing well).
Ehh, there are a lot of diehard Lakers and Dodgers fans here. The Dodgers haven't done !*@! in 27 years, and yet they are #1 in attendance in the MLB. Hell, the Lakers STILL sell out despite being a lottery team.
Kings have a smaller fanbase, but they have a dedicated fanbase. As for the Clippers, Ducks, and Angels (latter 2 in Orange County), they're ok.
There are way worse cities than LA. For one, San Diego....
