I thought of Oregon and Washington but that whole "gloom and doom" thing. You could try the southern reaches of that region like closer to the Oregon/California border? They are probably less gloomy?
What about Eugene, OR? Or maybe some other town south of Eugene with a nice school?
There is nowhere in New England or the northeast that does not get a significant amount of snow or cold in the winter.
I know, but the OP mentioned New England in another thread and locations within that region in this thread. So, I thought that the weather criteria was relaxed.

I live in the Midwest and intend to move this Fall to a place where the weather is mild. I have had it with snow, tornadoes, below zero temps, temps in the 90's.
Here's a list of what I would like in a town:
Low humidity, but not desert dry
Clean air
Mild temps year round- four seasons and rain are fine with me
No snow or very little
No tornadoes
Tree lined streets
Beautiful scenery
Reasonably affordable - nice homes for around 350K
College / University nearby would be nice for continuing education and events
Suburb close to a larger city
My short list so far:
California
Washington
Oregon
Coastal Connecticut
Cape Cod, MA
Definitely not:
Southern states, including Florida
Arizona
New Mexico
Midwest anywhere
Texas
I'd love to hear suggestions.

Try Sequim, WA. It fits most of your check list. There is a community college in nearby Port Angeles, but Sequim is considerably dryer than P?A?
