Born and raised in Houston, lived in Phoenix for four years, returned home to Houston. I prefer Texas over Arizona. I regularly spend time in Phoenix as my parents and grandmother reside there.
For starters, Texas is more culturally diverse. You can't beat the diversity offered in the Houston area. Phoenix doesn't come close.
I also couldn't stand the summers in Phoenix. The whole "dry heat" thing is a myth. Give me double digits with humidity anyday over summers in AZ. Plus it's 20 degrees warmer in Houston than it is in Phoenix at the moment. Our winters here on the gulf are every bit as warm as those in Phoenix (this isn't true for every part of Texas)
Texas offers four large metro areas, each offering a unique experience. Arizona only has Phoenix (and Tucson). The cities in Texas are more urban and cosmopolitan than Phoenix.
The one area that Arizona has Texas beat, is the outdoors. If you like hiking and golfing, than Arizona is better hands down. But I feel that Texas is superior to Arizona in most other ways.
Weather, too? Most TX weather is putrid. PHX may be hot in summer, but winters are nice. The rest of AZ (outside of PHX) has summers that Texans can only dream about... 80s-90s with 10% humidity. Not to mention far more sunshine, making outdoor activities easy to plan for.

You cannot assume that most people would absolutely prefer Arizona's weather. What about folks that love the rain?

Actually, I believe Phoenix regularly records higher heat indices than any city in Texas.
And "115 plus humidity" doesn't really happen. Any time the actual temperature gets up into the triple digits it's due to a dry air mass that usually comes from deserts further west.
A typical summer day in Texas is where the high gets to about 95 degrees, but the moisture in the air may bring the heat index above 100.
No. Laredo TX has actually been the hottest city on earth for a 12 month average temperature when the heat index is included. It's just as hot as Places like Mecca Saudi Arabia or Death valley when the heat index is included.
Texas has a much more diverse terrain from swamps, marshes, forest to dessert and mountains. I don't agree. As far as heat both sucks.
I have traveled both states very well and find this laughable.
Arizona has much more diverse geography. You can't even ski in Texas?!?
