An old friend of mine has been having serious issues with the heat for the past few summers. On really hot days such as today he would get dizzy and tired if we try to do stuff outside and I'm getting worried about him. I talked to him about his heat issue and he agrees that he needs a new place to call home. What are some places y'all would recommend? So far we did a little looking in Northern Michigan.
Criteria
Summers never hot enough to make someone dizzy (MOST IMPORTANT!!)
I don't think I've ever seen my friend get cold so winters probably aren't an issue
Generally low taxes
Lax gun laws
Cheap housing

Washington state has the lowest taxes of the three states. Though, I don't think any of them have very lax gun laws.

Way downeast coastal Maine. Open carry & concealed carry without a permit for age 21+ or 18 and military. It can get hot inland but it never does right on the coast. You can find $200k houses though they'll need some TLC. The only disqualification is their income tax rate. The property tax rate is very variable depending on the town.
A friend of mine "Jimmy No Hat" lives aboard his boat in Boothbay all summer. He totally hates the heat. I once saw him wearing a wool headband in -20F when he was working a ski race.
What are his other requirements? Jobs? Property taxes? Income taxes? Cost of living? Healthcare quality? There's plenty of northern places, but what else is important to him?
