i live in boston where people rarely talk about counties. but on this forum (and elsewhere) you will hear orange county, dade county, prince george county, ...
what are the metros where counties are used describe where a person lives moreso than the actual city or town ?
Miami-Dade County is a quasi consolidated county with its own mayor that is elected by all county citizens. It does not, however, eliminate the autonomy of each city within the county but it does create a dual local government structure where some services and local law is at the city level and others are at the county level.
Old schoolers will talk about Dade County but it actually doesn't exist like that anymore. It's legally Miami-Dade County.
I'm not sure if this counts, but in NYC each borough is also its own county. Other than that people here don't really use county names too much, except maybe Westchester/Rockland.
I believe New Jersey in general fits that description really well.
There are a ton of very small municipalities and a lot of suburbanites don't identify with larger urban areas like Newark, Trenton, AC, Paterson, Camden etc. As a result people tend to say they are from "x" County or just say North, South or Central Jersey.
To answer the OP's question, basically anywhere not in New England.
New England county governments are typically much less powerful than in other areas of the country, to the point that in Connecticut I believe they are just notional/historical at this point, as the town is the basic unit of local government. But in MD, for example, the county government is the main focus of local governance.
NY is a more mixed system with towns and counties sharing (duplicating, in many eyes) responsibilities. PA is a little more like New England with weaker counties and stronger townships. VA is a special case where cities are independent of counties. Some important cities in other states (such as Baltimore and St. Louis) are also independent of adjacent eponymous counties. Philadelphia and San Francisco are co-extensive with their eponymous counties.
Metro Detroit, especially Oakland, Macomb and Wayne Counties.
