Abroad as in overseas? If that is the case, then I don't really think there is a "worst." I doubt that Alabama or Mississippi would even be coming into the minds of those across the world.

Best: New York City, California (includes all the major cities), Hawaii. Less known, but still praised: DC, Chicago, Boston, Miami, Philadelphia.
Worst: The south, people abroad that I have come across generally refer to the US as having wonderful coastal regions and cities (East, West) and the middle is scary, which is true to an extent. Sorry Chicago gets lumped in with that sometimes.
Of course other US cities and regions are great, but to your average person abroad a lot of them could not tell you anything about Atlanta, Dallas, Seattle, etc. The cities and places I mentioned above are pretty much known worldwide.
The one time I was overseas people asked me most about New York. I think that's the city most think of first when they think of the US. California second because of our TV shows they get there.
I talked to some people from France and they said Georgia doesn't have a very good reputation and is suspected of being promiscuous and a bit of a drunkard
I trave a lot because of my job and it seem that the very religious countries holds the worse reputation, Mississippi, Alabama, Louisiana, Georgia tend to be viewed as intolerant and unfriendly to foreigners , solve for New Orleans which has a really good reputation. It's funny a lot of time people badmouth Louisiana and praise New Orleans and most of the time they don't even know that NO is in Louisiana
