One persons looser regulations (lesser controls) might be another's increased hazards. I.e. company A gets to release more toxics, Person B picks up a greater exposure than other areas. Or, owners building addition (free of review/inspection) is tenant's greater chance of injury or loss.
How about less restriction, though not at the expense of sensibility and logic? That's the best balance, though it is trickier. Maybe that can be part of this discussion.

Another thing to consider is archaic drug laws.

I've never felt more free than when I was living in Texas. No state income tax, speed limits were the highest out of any place I've ever lived, and I could tint my car windows basically as dark as I wanted!
I seem to recall New Hampshire often mentioned as having more libertarian values.
