"Best weather" is quite subjective but my personal definition of the term means : four distinct seasons, not too sunny, cool summer, ample precipitation/not dry.
1. Cleveland-Snowbelt city, mild summers, generally overcast or partly cloudy, definitely has 4 seasons
2. Grand Rapids, MI-Crazy weather (lake effect) which is very changeable, moderate temperatures, and has a long Fall.
3. Minneapolis, MN-Mild summers and snowy winters.
For me it would be a city with warm weather and not so freezing summer. And very low precipitation...Any cities fitting this criteria
What do you mean by "freezing summer"? I don't think any cities in the Midwest have really cold summers. Even Minneapolis gets hot as heck during the summer lol. We were basically 100 today.

Sorry i don't know why i wrote that. warm summers, mild winter and sunny most of the year.
Marquette, MI has the best climate and geographical location in the Midwest on the shores of Lake Superior. It has four distinct seasons, a mild spring, summer, and fall with a snowy winter.
