As long as I have lived in Sacramento, meteorologists have said Sacramento has 4 seasons. Of all the major cities in California, Sacramento has by far the most distinction between the 4 seasons.

Within a 1/2 hr. to 45 mins drive of Sacramento and within the Sacramento Consolidated Metro Area you can find snow on the ground all winter long, go just another 45 mins to an hour and you can find a deep snow pack of snow on the ground, all winter long. Many Sacramentans grown up snow skiing. I snow ski every winter and often I go up for the day and come back to Sacramento the same day, easy-peasy.

Normally, a Sacramento Winter is wet and cold, but very very mild compared to a Minnesota winter, but very cold compared to Hawaii. A Sacramento Spring is less wet and an noticeably warmer than winter, and quite green, chilly nights. A Sacramento Summer is dry, very very sunny and warm to hot, but with cool and comfortable nights and mornings (one of the coolest summer A.M. temps in the nation). A Sacramento Autumn has trees that change colors, a lot of them, it is cooler than summer, chilly nights, normally twice as cloudy and rainy as summer....tada, Four Seasons.

Snowfall is the distinguishing factor for four seasons. If your actual city does not get snowfall, it is not four seasons.

The CMA is not a helpful distinguishing factor. Sacramento's goes all the way to the border of Nevada. It lends itself well to the idea that Sacramento is in vicinity of nice mountains and Lake Tahoe. It still doesn't make the CITY of Sacramento four seasons. Fall Colors also doesn't make it four seasons. Three seasons maybe. Winters are rainy and colder, but still no snow.

Precisely! Snowfall is the defining factor.

To be fair, though, 3 hours North of Sacramento is Redding, California (no more than 500 feet in elevation), but averages 6 inches of snow each year, despite being blazing hot during the summer.

What about diversity? Do you want the city to have a heavy Latino and Asian influence?

Sure, diversity is good, but not mandatory in any specific way

Houston and Dallas have large Latino and Asian populations.
