Is there any other specific criteria that you are looking for? Certain civil liberties? Neighborhoods?

As for another area, the Rochester NY is another one that comes to mind. It has this program: https://www.urmc.rochester.edu

It has multiple hospitals, 6 4 year colleges/universities and a community college. It is on Lake Ontario, with multiple Finger Lakes just south of the city. Traffic isn’t heavy and the people would leave you alone about religion.

Also, the overall COL in the area and upstate NY in general is just below to around the national average.

This sentiment only applies to people who have difficulty adjusting to new places, cultures and attitudes (e.g., clannish Italian and Irish Catholics from Massachusetts and Rhode Island), LOL.
