In the Detroit area, Royal Oak would fit most of the criteria.
These actually all came to my mind as possibilities, also Beachview in Pittsbrugh, though idk about the safety situation there.

Most neighborhoods in Denver are safe;. Park Hill, Washington Park, West Wash Park, Highlands, Berkley are just some.

Awesome, surprised to find a neighborhood like that in Chicago so affordable.

For Jacksonville it would be the Riverside neighborhood. It's gotten a lot pricier in the past 5 years though, so now you'd probably be looking at 185k for a small cottage on the fringes, or maybe there might be a condo starting at 125k or so.

Are they affordable though? Or just by Denver standards?

Denver is not cheap. The neighborhoods I listed are some of the hipster 'hoods. There are other, less expensive neighborhoods as well.

Riverside is very cool! I visited it for the first time earlier this year.
