It's interesting to see how big of a thing food seems to be at bars throughout the country (based off reading their reviews). While there are many bars here in NYC that serve food, there are many that either don't serve food or only sell minimal food. I personally don't go to bars to eat very often, and I'm usually there too late for the kitchen to be open either way.

In my state bars are illegal, technically a bar here is a restaurant with a liquor license. Therefore a certain percentage of sales has to come from food. It hasn’t really been enforced until recently and so a lot of “bars” are being forced to shut down. Since they’re restaurants they have to sell food, which I get I guess, but the law is kinda stupid.

Seriously though, Louisville area has some amazing Pubs, Breweries, Taphouses, etc...that have some amazing food. I'm not sure if I'd even go to a "bar" without food, Unless it was specifically to get blasted which doesn't happen often
So to answer the question, there are plenty of "party" bars that serve boos only, so they exist for sure.

Around here in NE Texas, some bars sell what I'd call "bar food," which is food I guess, and it's good, but it's generally snacky sort of stuff rather than a full menu. It's clear that food is not the primary focus, I'll just put it that way.
Most bars are attached to actual restaurants here though.

pretty common in Rhode Island not to serve food at a bar/club. It all depends on the licence.
