Granted I shared a 2 br 1 ba for $1000 in West Hartford (not Westend), but there is cheaper housing to be had if you're in a less exclusive area. Jobs if you can get yourself into aviation or insurance...that's a bit more of a challenge though.
I consider places like Hartford and Philly to be basically NYC with the same price points so I'm looking further afield.
Having grown up in New England (so been to Hartford tons of times), lived in Philly for 9 years, and now live in NYC, this statement isn't even remotely true. This post and some of your others are just weird.
I've been looking at AL since its culturally diverse with a nice climate. Is it easy to get an accounting job there
Huntsville: I wouldn't call it culturally diverse.
Probably 65% +/- 5% white, 30% black +/- 5% and 5% everything else.
Blacks are on the north side and whites are everywhere else.
But, lots of tech jobs, housing is great and affordable, schools are filled with smart kids, gas is cheap, electricity is practically free (8 cents per kilowatt hour). Everything is closed on Sunday - very religious.
Very middle class, SUVs and Minivans, not a lot of really poor people and not a lot of very rich people.
Nowhere is a good choice because the OP has unrealistic expectations. There is no city with jobs and $400 rents.
Studios in Ft Wayne, St Louis, several parts of Indiana and Ohio outside the 3 C's can be as low as $400/month if not lower; compared to the northeast there are jobs out here. Mostly blue collar.
It is much cheaper to own than to rent. A house or mobile home that costs $45,000 would allow you a monthly combined expense of $400 consisting of a mortgage payment, taxes and insurances. Pretty easy to find something in that price range in the Midwest or Southeast.
I'm looking at Greensboro and apparently the monthly bus pass is 50 bucks which is bueno. However I'm looking at apartments under $500 and it says under $500 per person and then I get the B.S. fact that its 800 dollars

OKC is pretty close. You can get a fairly decent no frills one-bedroom apartment for around $500, but it's Oklahoma City. Apartments in that price range also tend to be kind of rough.
