Yeah, it guess you'd have to talk about specific gangs. I'm sure Chicago and New York would be rational since they were very large cities when the country was still young and had gang activity.
Los Angeles seemed to be home to a lot of the current "thug" gangs and hip-hop/rap stereotype.
My vote was for Chicago, though it could be argued that LA is the leader of the newer gangs. New York gangs are transplants from LA & Chicago (Blood, Crip, Latin Kings). Come to think about most gangs around the country are either Chicago or LA

NYC, Chicago, and Miami. NYC had gangs in the 1600s. But new age is definitely the Mob and Carribean gangs out of NYC, Chicago, and Miami. From Scarface, Gotti, and Al Capone.
New Orleans had Mafia trouble as far back as the 1870s and around 1890 the police chief of New Orleans was murdered, presumably by a Mafia faction, leading to the lynching of several Mafia men by an outraged mob.
